you don't use a vpn to connect to the American Netflix you change your DNS. You can pay a smart DNS service like overplay but that cost £5 a month or you can go to YouTube search American Netflix on android and a ton of posts will come up. Now the first DNS server number in the list is most probably blocked now so scroll down in the comments and you should find an active free one on the last page. To change DNS settings on ouya go manage/advanced/wifi click menu on your connection and select modify. Scroll down and select static ip and if you scroll down again you can then change the DNS server. Your internet speed isn't affected at all with DNS unlike vpn
I would also bin off netflix. Download spmc get lambadas repo out of the xbmchub fusion installer (google it if you don't know how) and install yify movies had and GOtv. The max is 720p but they're free, more up to date than Netflix and have a much larger selection. Also icefilms works great as long as you select 180 upload when the list of streams comes up
