There are a lot of possible reasons, and several of them were probably part of the decision. They'd need a license from Google. It would compete with their own store without making them any money. It contains too many incompatible games and apps. It undermines the image of being a games console rather than a tablet on your TV. It tries to run constantly in the background, taking up valuable memory, and displaying annoying messages when it's forced to close. It isn't designed to be operated with a gamepad. Probably lots more reasons besides these.
Also, please note that it isn't "locked away." It is not included at all until you download it. And unlike Amazon, Google requires their store to be embedded in your system files. That's why you have to root the device to install it.
