Basically there are super powered phones out there, more powerfull then the OUYA and some games arent even Super Graphic Power needers (New Word!..... Copyright 2013)
So basically my question is:
Can we grab the APK from the Ouya, transfer it to the Phone, and then connect the controller via Bluetooth and play the game/s
You can pair the controller to your phone but it will not work as in the OUYA, as Android doesnt have the libraries and framework the OUYA have for the gamepad.. You could with a custom ROM trough, but those have to be made specifically for each device.
What I noticed when paiing contollers to my neus 7 is that the gamepads dont get recognized as such, they are just bluetooth devices with keys like a keyboard. OUYA framework takes care of making your games wçknow weter the device is a gamepad or not, and some extra files within the firmware let know the framework about hte different gamepad key mappings.

Anyway, to actually answer your question: You can get the OUYA APKs with the ODK (OUYA Development Kit) and side load these. Now your <device> is running the OUYA framework, it'll have full support for the controller and more. The funny thing is, though, that you've undone the whole point of the OUYA: Android on TV.
Yes, there are phones that many orders of magnitude more powerful than the OUYA, but often times they aren't coming with HDMI/mini-HDMI or similar, thus rendering them a nice portable, but not the "taking back couch gaming" approach that OUYA have gone for.
There's also a chance that the developer has put in a check to say "is this device an OUYA?" and quit the game if not.
As for the controllers, it depends on the game, but some games that work with PS3/xbox 360 controllers are actually taking advantage of the underlying Android controller API, so don't technically need the OUYA controller API. Still, if they try and use it where it isn't installed (as Jawdy describes), expect it liable to flat out crash on you
Plus any IAP is almost guaranteed not to work, no matter what you try, so many games, you'll just be playing the demo / free part of the game
