Absolutely.
Take Windows Phone, for instance - as poor as the uptake has been - Microsoft insisted on a standard specification for the hardware. Specific screen sizes and resolutions, hardware (CPU, RAM etc) so that, even though manufacturers could create many different devices, there would be a more unified output for developers to build on.
Kind of like what Apple have done, only granting more players into the manufacturing realm.
Kind of defeats the point of the OUYA - in that it's a system for the TV.
There's no reason why one couldn't use an existing Android (or other) tablet or smartphone, connect to the OUYA via Bluetooth or WiFi (or an existing WiFi network and via IP... or even by routing through a firewall/modem/router...) and have that do some sort of communication.
To this end, I honestly don't see why one couldn't have some hybrid system that mimics the likes of the WiiU. The only difference being that rather than have the OUYA do all the processing, you would have the tablet render it's own view and the OUYA render the view for the TV. Think "Artemis" (Starship Bridge simulator), but with the OUYA as the central window and "server", if you will, then each tablet or smartphone being their own console in the game. At least, that's an idea :-)
