I think the top bar is too big. It almost takes half of the screen. Instead of having users scroll down, they can make their announcements sideways. That way the top bar won't interfere as much, or won't look like it's interfering.
Go check it out here. It certainly looks a lot better in my opinion. I'm sure more positive comments such as my own will follow and that's always a good thing to hear to those that worked hard on it from OUYA Inc. who browse this forum.

Let's start this. For people with wide-screens, I can see the 'top bar' taking a lot of space. I'm not having this issue at the moment since my laptop's screen is almost a square. I personally don't think users should have to scroll anywhere. They can leave it like this. With just the four (or more) buttons and arrows that pushes the tiles to the side. The 'night owls' announcement will probably leave after the maintenance is done, making the bar even smaller. Maybe not, maybe just the text will disappear.
Besides that, my only other suggestion for the moment is to put a search bar for the games. It'll make browsing for something you already know the name of easier.
I don't see the top bar issue? Looks normal to me.
