I've used the ouya on 3 tv's ( 2 lcd and 1 led ) and only had overscan issues on one tv but i fixed that by going into the tv menu and turning overscan off.

Actually I believe a Spandragon 800 would be the perfect choice for the next OUYA, for a number of reasons. People say some games will loose its compatibility, but thats not true, they will jsut not be able to take advantage of the Nvidia features, wich, with a Snapdragon 800, would be absolutely pointless.
Also, snapdragons do 1080p like nothing. Games will be able to pull the juice out of the console, and the only things developers would need to support OUYA v1 is a simple call to get the device name, nothing more.
I am saddened trough that OUYA has already gone in partnership with Nvidia.. so most likely they will drop an exclusive with Tegra 5 or go with Tegra 4 if the T5 is yet to be released by then.. sad. sad.

There are plenty of people making games that are trying to push Ouya's limit. Neon Shadow being the most spoken one of the bunch, but there are other titles as well. Games like Zombie Driver HD, Sonic 4 Ep 2, Edge of Eternity (coming soon) Walking Dead (also coming soon) and others. Shadowgun is probably one of the games that has not been optimized at all. To be honest it looks like a straight port from tablet to tv. RavenSword being another one that was a direct port.
But as others have said, that isn't what the console is about. For the developers, the console is about indies getting their name out there and getting their games on the Television set. For the consumer, it is about bringing the fun back in the games.
@Seiseki - It is all about polish. Some developers are willing to put that extra measure of polish into their games before they release it. Some release it hoping for suggestions and responses as to how to polish it up. It really depends on the developers view and what they are trying to achieve.
Optimization doesn't often inhibit gameplay, it is often little things like removing dynamic lighting and replacing it with alternative measures, or removing some code that is doing things it doesn't need to thus bogging down the system, or even just breaking up areas a bit more to make it more fluid. When it does start to inhibit gameplay, it becomes a question of if it was a good idea to port it or even just massive amounts of proprietary code. ( hope this makes sense o_o )
The issue with phone developers and optimization is more along the lines of the amount of phones that are out there. They will make it as simple as possible to please everyone (ie: doesn't work on the HTC iLoveCheese4 phone, etc etc)

I know what I bought, and I think it's pretty good for games.
For sure this isn't a PSVita, it's a small 99dollars Android console, but it's enough for good indie games.

The Ouya can output up to 1080p but not many games or at least 3d games use that resolution, the performance costs are just not worth it. From the tests I've run the difference between 1080p and 720p are barely noticeable if at all because of the distance between my couch and my tv but the performance is much, much better in 720p. This, among other reasons, is why I believe way too much importance is given to Ouya's hardware.
There isn't a single game in the store that I consider to have pushed the Ouya to its limits visually.
Given the fantastic games that have been released in the previous generations, dissing the Ouya as a game console because its hardware may only be a bit more powerful than the ps2/xbox/gamecube and as powerful as the wii is simply ridiculous in my opinion.
I'm sure the Tegra 5 will significantly outperform the Snapdragon 800 both GPU-wise and CPU-wise. It would be a mistake to release a Tegra 4 based Ouya.
How do you tell?

and why would that be, a T4 would be enough for the ouya 2.0, the T5 would probably cost too much to be in a $99 console. the T4 in its current literation is already 4-5 (maybe higher) times more powerful then the T3 T33.
and you can tell when you are fillrate limited (the ouya is really fillrate limited), going to a lower res gives to more to play with when it comes to fillrate, yes some games can do 1080p if they are not doing much on screen, but when you are trying to push the ouya you have to run at a lower native res to be able to do what you want to do smoothly.
^ From what I've read in the past , SOCs range in price from $10 - $30 for the latest SOCs. ie at worst a T5 Ouya might be $20 more. I would certainly buy a $120 T5 Ouya over a $100 T4 Ouya every day of the week <- and that price difference is the worst case scenario.
But of course it all comes down to timing , ie whether the T5 release matches up with the Ouya 2 release. There is also the consideration that Ouya would probably be privy to getting samples of the T5 prior to its general release.
