This thread is useless. Ouya allows sideloading by default, all you need is a thumb drive and a brain. Or you can download the apk with the browser and prolly skip the brain. They don't discourage rooting, they just aren't helping you do it. I'm fine with that. Not felt the need to root my Ouya to be honest. I have a pretty high knowledge level around linux/android but you can sideload apps all day long without root, so don't really need root. You mention "Plex" as a hardcore user feature...but its in the store...not very hardcore, now is it? Same for emulators...same for side loading. These are all things ouya has actually enabled, not discouraged. Updates breaking root is the only valid point in your entire thread, and its not even a big deal. If you were a power use, as you so claim, you'd be able to protect root between updates.
"Power Users" will buy apps "if the prices are reasonable", which is another way of savings they won't pay a dime premium for an emerging console.
How much money do you imagine ouya makes off a $99 console shipped from overseas with a controller, built in wifi, etc? Profit margins have to be very slim. Also, they're all selling out. Lets assume for a moment that Normal users will buy slightly more games from Discover than a "Power" gamer, well, then not selling to power gamers seems like a good business decision, especially since they are short on consoles. It'd be a great business decision for ouya to try and find a way to stop power users. I assume they won't though because they need developer support. But if they could stop your "power users" from eating up the supply of consoles considering they'll rarely buy games, it would be a great move for them.
