I'm guessing it's the picture mode on the samsung TV itself, have you messed with those settings? My samsung TV's two settings are E.Mode and P.Size (on the controller), although the OUYA works fine in all my modes and sizes...it still might be something to try messing with.
It comes up with the same on my Sony 1080i TV, but it changes to 720p I guess the closest it can find, there's no other options to change a hdmi picture though (my tv is 7 years old I guess newer tvs have the option) but its the only equipment I've had in my tv I've had picture problems with, out of around 15 items.
Mine just stays on the blue screen all the time it's the resolution that the console is putting out that's the problem here I think. My tv is around 7 years old too

I have literally trawled the net for hours now and cannot find anything. Looks like my ouya is going back to the shop!

Mode not supported?... Mine used to say Format not supported whenever I hooked it up and turned on the tv. I would fix this by changing channels and going back to HDMI 1. After I updated my TVs firmware, it stopped doing it. It shows the Format not supported thing but for a second. Then it leaves and the shiny O in the middle pops out.

Yeah it's the same for my TV, it shows Format not supported then automatically switches to 720p after 5 or so seconds...it's the Ouya outputting some weird resolution.....as I said I've never had ANY problems with any other piece of hardware...definitely the Ouya at fault.
It's all hit and miss if it turns on at all sometimes, othertimes it gets stuck on the 'O' sometimes on the 'format not supported' its all a big mess atm I truely hope these things can get sorted, starting to lose faith in this startup company....they need to listen to the complaints more and get them sorted instead of moving fonts in the hope that solves the problem...

I don't think it's even possible to update my tvs firmware starting to get really frustrated now!!
While you're so quick to blame OUYA for the problem, from having read about what's going on, I really do think it's your TV, especially if it's an older model. I have two HDTV sets, for example: one relatively new set and one that's about 6 years old or so. My OUYA works just great on the new set, and, while it will work on my older set, the aspect ratio is somewhat different and more "condensed." Because of the way this older TV is programmed to accept HDMI, there's nothing I can do about it: all of the various picture modes show the exact same distorted aspect ratio.
Is this OUYA's fault? No, of course not. It works perfectly on one TV and not as well on another. Do I have to think that my OUYA console is biased against certain TVs and deliberately reprograms its HDMI output based on which TV it's hooked up to? I realize that it's the fault of my older TV, which was designed to accept certain HDMI inputs as they existed several years ago, but newer technology may do things a little differently that this TV doesn't quite know what to do with.
But if you want to have 100% faith that your TV set is completely faultless and that OUYA is built so poorly that it can't even handle a simple thing such as putting out a proper HDMI signal, go ahead. Maybe you can even try to get your money back.
Whilst I accept my TV is 'getting on' at a old age of 7 years, it's not the fact that I may need a new TV in a few years, but it's the fact that EVERY other piece of hardware that goes through hdmi on the same TV outputs just fine, xboxs, Playstations, laptops, Apple TV, DVD player, HD upscalers, even cheap and nasty Chinese android boxes....all work and output correctly....except the Ouya....now do I think it's still the Ouyas fault for not correctly outputting at 720p, 1080i, 1080p then yes I do.
