It's sleep/stand by in all consoles. If you choose to turn off a 360 or PS3, it goes into standby which isn't "off".
To make the console stay in sleep and not randomly wake up by itself navigate to the developer options (Manage -> System -> Advanced -> Developer options) and uncheck the "Stay awake" box. Then the Ouya will remain in sleep/standby until you press the (U) on the controller. Like with other modern systems.

That is odd, but not unexpected. Things are still a bit flakey to say the least, hehe. I had this exact problem and when I unchecked Stay awake it went away. It has stayed in sleep perfectly for two weeks now (well... I have been using it daily, but you know... it has been in sleep when I wanted it to) so I just assumed this was the fix. Interesting to hear that it wasn't, even if disappointing.![]()

I find after I turn it off via the controller (Y) that I have to unplug it and plug it back in after a few seconds. That will keep it off. Stupid, I know. But it works.
When you select "HDMI Device" from your TV, OUYA turn on, if not, all time OUYA goes to sleep.
Then just unplug it.
Not many people understand this. Xbox 360, Playstation 3, and Wii (WiiU) all go into a low power standby mode when you turn them off by the controller, similar to the OUYA (although the OUYA doesn't quite go into standby, just sleep). The only one of those consoles you can actually turn off completely is the PS3. The OUYA works the same as the PS3, actually, if you want the system to be completely off, you hit the switch on the back and then you can't turn it on with the controller.
Personally, I'm glad it works the way it does, although I with they could find a way to put it into a proper standby, but this is an Android limitation, not just an OUYA one.
If you do this, you run the risk of causing problems in the long term with your OUYA. If you want to turn it off, just hold down the button on the top of the OUYA for a few seconds until the pop up asks you to turn it off completely, and hit yet. It is HIGHLY DISCOURAGED for anybody to pull the plug OR hold down the button on the OUYA until it completely shuts off without using the on-screen prompt. Doing this is the equivalent of pulling the battery from a phone/tablet/laptop while it's still running.
As stated previously; turning it "off via the controller just puts it into standby. You turn the Ouya off by holding the top button for a couple seconds until prompted.
