I don't have it right here to test, but you should only be able to upgrade to level 2 max. Will have to test it out tomorrow.

Upgrades:
Reflex: Shots bounce off walls (1 or 2 times, plus they live longer)
Stun-Push: Pushes enemies back more, and stops them from firing for a short time.
Power Shots: Damage per shot
Shield Energy: Shield recharges faster, and lasts longer
Repulsor Shield: Pushes nearby enemies away when shield is active (and enemy shots are destroyed in that range)
Electro Shield: Damages nearby enemies when shield is active (note: You can only have repulsor or electro shield, not both)
