If anybody is still wondering, I got a reply. Here is what Playjam says!
"While support for emulators is a much sought after feature, it is a very grey area from a legal standpoint. We work very closely with the developer community to bring great games to our games network and feel very strongly about protecting the IP of others."
I get the feeling that they always take the high road and say the "proper thing".
They know that average consumers won't necessarily care about emulators and that gamers who understand Android are going to download, install emulators right along with ROMs.
I've encountered their comments in odd places. On Amazon, in comment sections of YouTube videos not about them, who knows where else? It's as if a PR person told them to hang out everywhere but "be very nice and say all the right things". I could swear that I saw them write something positive about OUYA. Lol
The Gamestick seems an odd effort for commercial backing and more an exotic gaming device that you buy from Amazon or eBay. Not seeing why people would
buy this over the Ouya. Less power and still a device needing a display and proprietary market. Seems doomed. The sad thing though is if Gamestop is pushing it, the
device will have more retail weighted backing than the Ouya, so could end up selling more- COULD- not "will".
Another advantage could be if the UI and market organization is better than Ouya. Seems it will have the same constraints, so probably will not be.
The Rock chip plays all emulators just as good as the Tegra 3. For commercial 3D games, not so much.
Added: Gamestick seems to have vanished as far as marketing effort. Maybe a "graceful" retreat from grand plans? If this device releases with the ability to use the Play market as an option, maybe so. They could piggy back on to mapping like the Shield, since a lot of devs are adding Shield mapping to their games.
No money in that though.

Gamestick apparently has way more hardware features that make sense for a lower price point. Its supposed to be shipping this month from what Ive seen. If it does Im going to pick one up and see about modding it. Supposedly the game stick has a 32 GB micro sd card slot on that tiny unit and then it has an optional docking station with more usb ports, 64 GB sd card slot, and wireless charging for the controller. And that's all in addition to the actual professional looking UI and usb hard drives possible. The only weakness is the Mali-400 mp2. It has nearly half the floating point calculation performance of the OUYA and its not Tegra or quad core. It would be easy to enable tegra effects on a rooted non-tegra device, but it may bring it to its knees because its not quad core. Other more powerful non-tegra gpu's don't have a problem. Regardless, its an attractive buy for a tinker like myself.

Not sure GameStop pushing it over OUYA matters, especially in a few months when holiday shopping begins.

How many average people will be at shopping at BestBuy, Target? More than at GameStop. Assuming OUYA on shelves, they may just grab it. Not much in gaming, tech toys @ $99. GameStick @ $79 won't be there to grab for themselves or a gift. I know that holiday shopping is huge on Amazon but thinking about the others looking around stores for ideas.
I'm not up on the latest, but based on your post, I guess that GameStick isn't going to be in more retail outlets?

As a developer for OUYA, gamestick is appealing to me. I know it sounds ridiculous but I can develop on the OUYA connected to my PC and then drop the apk on the gamestick and easily transport it around for testing on different displays and take it elsewhere to let someone else take a crack at it. For convenience in development testing in different locations, its a very appealing package. Whether it proves to be anything else will really depend on what they bring to the table game wise.
I will definitely not be porting our stuff to GameStick unless there is a demand. The thing is such a damn rip-off, it's almost insulting, plus it's underpowered, so at this point, I dunno. It is however more appealing for paid games/apps I assume to appeal to a wider audience.
