TowerFall is now on sale for $9.99 in the Humble Store, OUYA tweeted. I have no idea how that is going to work, I asked OUYA for clarification.

After making the purchase they provide you with a key which you enter into the Payments section of the OUYA menu. When you then run the game the option to buy it is gone, i.e. you've already unlocked the full game via the key.
So, I just caved and bought it. The "Key" page on the Humble Bundle Site give the instructions to download the game, and then we can punch in the key they give us at the "redeem code" screen on the ouya (I think its under account - same place where we entered our 13.37 codes).
So apparently some degree of key redemption is working beyond just reviewer keys. Havent tried yet, but I will when I get home later.
