Tracking number can take over a week to start working. You can try tracking it on DHL or USPS. I use BoxOh as it checks USPS, DHL, UPS, and FedEx at the same time.
So I got my tracking number in the email 3 days ago. It said it contained a link to a page where I could track my OUYA, and also gave me the code to do so.

Except the email contained no link whatsoever, and the tracking number doesn't work. Long story short, I haven't the faintest idea what's going on right now.

Don't worry, it's perfectly normal. What it means is that DHL have your OUYA now and it should arrive at your place in about 3 weeks going by other's experiences. Again, going on what other people have reported, the tracking number will start working a few days before your OUYA arrives (probably once it lands at the UK distribution warehouse).
Did you back on kickstarter or did you pre-order?
As James already explained, this is perfectly normal.
I've got a tracking number that isn't working yet as well, and in the e-mail from them there weren't any link either.
We should really just be patient, though. Our consoles are on their way. This is the same answer I got from OUYASupport on Twitter as well (that the consoles are on their way, but it takes a bit longer for the tracking number to update).
That is so weird. Cause usually this is how shipping works (sure all of you know this but i'll bring it up anyway).
So the packages are sorted by destination. Don't know about international but my guess is that they probably sort them by country. They will probably put all the packages in a container or cage (nationally in sweden the norm is cages but might not be the case for international shipping due to flights and on). Regardless i'm sure they use the same system for it. The Cage/Container/whatever gets its own tracking number and all packages within are registered to that tracking number (so the various places only have to scan one bar code). When this is done the database automaticly uploads information to some server (specific to the shipping company i'm asuming). Not sure if it's totally automated but it's not a fuckton of work to do i'm sure.
So why this is not done with these packages is weird. I use DHL via work all the time and get packages from both north america and china and there are no issues with the tracking normally. This is very strange. Some strange kind of shipping that doesn't offer the tracking-option? I know you can send letters (nationally, doesn't have to be envelopes, can be boxes), get tracking numbers but not be able to track them cause they don't get sent via the same channel (they don't get scanned the same way packages do). So that could be it i guess...
Edit: never specifically checked whether DHL has such a shipping option, shipping out internationally is not something i normally have to do. But it doesn't sound impossible.

Just to update you: I just received my Ouya, and my tracking number never even worked!
So yeah, don't worry. Your Ouya is definitely on the way!
Capslock, how long did it take from the time you received your tracking number email till you actually received the unit?
My OUYA arrived today, exactly two weeks after I received the email with my tracking number - which has never worked!
Hope yours arrives as quickly, if not quicker.
