I think you are mistaking what you are reading? There's discussion of Onlive and OUYA because Onlive is coming to OUYA, and because at E3 nVidia showed their "Grid" game streaming service running on an OUYA.
So I remember back when OUYA was still kickstarting, and fellow gamers made that dream a reality. I applaud everyone who participated. I, however, was not one of them. I've supported OnLive since it's early days, but other than that, I've stuck with PC gaming for the past 10 years. I think OUYA is a wonderful idea and I'll most definitely get one in the next couple of months.
Now on to my point. Often times when I look at forums or I see discussion going on about OnLive, I hear the OUYA mentioned. Is there any reason for this? What are the similarities? Because to my knowledge, OUYA isn't about cloud gaming, is it? I was under the impression that OUYA was an android based system that allows for completely open development of titles. And please, correct me if I'm wrong because I very well could be.
I guess my question is simple, is OUYA involved with cloud gaming? And if so, does it have a PC-enabled component?

I think it's as simple as OnLive announcing that they had plans to make an OUYA app. Not sure if it's still in the works or not since the blog post on OnLive's site has since disappeared. The current Android OnLive app works decently on the OUYA now though.
Ahh, that would explain a lot. So OnLive will function on OUYA. No part of the OUYA itself does cloud computing or PC to platform multiplay, right?
Well, like I said, nVidia's Grid game streaming service was demoed on an OUYA at E3.
"Now with revolutionary NVIDIA GRID cloud gaming technology, you’ll soon be able to stream video games from the web just like any other streaming media. GRID renders 3D games in cloud servers, encodes each frame instantly and streams the result to any device with a wired or wireless broadband connection."
Ooooh, that sounds intriguing. So third parties are making their streaming services available. My question is, does the OUYA itself plan on supporting cloud services. For instance, the OnLive microconsole pretty much only has a login screen loaded into the actual console. The entire interface comes to the box streamed, as well as with the PC application and phone/tablet application. Does plans for the OUYA involve having the entire interface and program stream-able? Like, if I purchase several games straight from OUYA, can I later load up my PC, log on to some form of OUYA and pick up where I left off on the console?
As far as any kind of cloud gaming done through Ouya themselves, there's nothing in the works for that. Cloud gaming done on the Ouya is another thing. The Ouya wants to be a platform for independent upstart developers. This means developing for games on their console.
Part of the thing with OnLive is that you're not playing an OnLive console game, you're playing a PC game on a server farm. What Ouya wants to be is a console, which pretty much means it needs some kind of exclusive collection of games. So Ouya is trying to do that by trying to get the attention of independent developers that need a platform for exposure.

I think the discussions are just because Ouya stated early on they would be coming on the Ouya. So, you could get a more PC or traditional console experience.
OnLive works on Ouya. I side loaded it on my mine. It's not prefect because of the couple quirks with controls. But OnLive just sees the Ouya as another thin client.
Also, the Ouya controller works with OnLive. It's just limited because it has no start or select button. Also, if you have the Universal Controller, the select button works as a start button. Essentially, no functioning select button. Plus, the OnLive button acts as the Ouya button, so you're not able to get the OnLive menu. If you have don't kills apps in back enabled, if you double tap the Onlive button, it'll take to the main Ouya menu. If you restart OnLive, it'll be on game with the OnLive menu open.
