Seems like Google has a lot of crap Bios files. when you search neogeo.zip. Anyways make sure your neogeo.zip bios is around 1.5mb not no 133KB bs.
Like Rakashazi said make sure you download the roms from Mame section of websites and check compatibility lists. So example download "Metal Slug" from the MAME rom section. I dont have my OUYA yet but this seems easy as I have messed with MAME on PC a lot of times.
