Well, I think political discussions that are both "timely" and "topical" is fine, as in things happening in the political field dealing with gaming, internet, etc. SOPA, PIPA, the whole "gaming leads to violence" thing, etc. Timely, meaning that the topics are currently relevant, and topical, meaning they are specific to things that this forum is about.
Anything political outside of gaming, internet, computers, etc should be kept off the forums and chat.

Most religion and political threads will end up full of garbage and locked one way or another. It truly does depend on the userbase though. Here probably wouldn't go down too well since there are well - let's face it, a large group of young people (not saying immature, but you know). At some forum like one specifically for discussing different types of motor oils, the turnout might be a little more civil and friendly. But who knows.
You may want to include something along the lines of "OUYAForum reserves the right to ban/edit/blah blah users/posts and other legal bs". I think everything else is a good start. I don't know how it could come down to it, but I know some forums completely disallow discussions on piracy/warez/etc. I know we sideload apps here and talk about downloading ROMS and whatnot. So I don't know about that exactly.
Guidelines for posting help topics should also be included. Don't forget to search first! Be very detailed in what the issue is. Explain what you have done to troubleshoot first. Use obvious thread titles - "Problems with WiFi and WPA2", not "I need help!" Etc.
Maybe something about thread revivals/digging up old threads to ask a question/etc. Instead, post a new thread but link back to the other one for reference. This all depends on the admin's decision though. Some say don't dig up old posts and make a new one, but that creates more threads and can slow down the search function/require more processing time for each query.
Unless you have some legal issue with having people sell/trade stuff, I don't see why there couldn't be a buy/trade/sell subforum but maybe have a minimum post requirement to interact with or even see the subforum. Usually the issue is with someone joining, posting a FS thread, and leaving/scamming/etc. Or some new person comes around and wants to buy something and has no cred. You would just put a sticky showing the WTS/WTB/WTT rules that says OUYAForum is not responsible for blah blah.
Could also put that any discussions of illegal things/NDA/whatever is not allowed. Copy pasting from another forum: Do not post messages that violate Federal, State, or Local laws which include, but are not limited to, anything that violates a copyright, trademark, patent, trade secret, or is bound by a NDA (Non-Disclosure Agreement).
I could think of more but that's where my head is now.
Edit - snowballing off of one of baghead's, here is another copy pasta: If a message is unreadable due to spelling and / or grammar, it may be removed. We don't ask you to be a 'Spelling Bee' champion, or an English Major, only that you post messages that are legible.

Because I have in the past and expect to in the future been required to double post in my game thread to provide an update when
someone else hasn't posted after my last post. This would stay within the rules of no bumping unless it contributes to the topic.
If you were to only edit your last post no one would know that there had been an update unless they randomly decided
to check if your post had been edited-but I know at least I certainly wouldn't think to check for that.
