You can side-load any APK without modifying the system, so I expect there to be a lot of homebrew.

Yes, it is possible. The entire console is almost built around being able to create 'homebrew'. The ODK is free. The Android tools can be downloaded for free. You don't have to do anything special to be able to drop your game builds (APK files) onto the console and test them (they show up under the Make folder). And you can either distribute that APK to your friends or post it somewhere, or you could even just submit it to the store (which is free too)
EDIT: By the way, APK is essentially like APP on Mac, it's a single packaged up executable for Android. It stands for Application PacKage
EDIT 2: A little unsure of whether it stands for Android Package or Application Package... either way would make sense.

Actually you can open .apk files on PC with winzip (or winrar, can't remember which). It's basically a package of all the stuff needed to run the app or game: All the java code, all the icons and pictures, sound files used by the app, all the xml files that specify things like the layout of buttons and text boxes on screen
So it's basically a .zip/.rar file with an APK extension.
