I remember talking about this a long while ago, specifically the aspect of what happens if OUYA goes belly-up. Now, as someone who has made apps and bought apps, I've thought the lack of an official exit plan is a complete joke. If you say the store is going to stop working then I hope everyone is capable of making an image of their OUYA as you will no longer be able to download the OUYA apks. If the DRM servers go down then some games are going to be left without access. The devs could swoop in and save the day, as a note I plan to do this with my apps if this does pan out, but I would not expect most devs to do anything considering there will be no more sales of their apps without the store.
Additionally, before anyone else thinks of it, we could create a mirror of the APKs on the OUYA store, but that would not include the premium titles. Unfortunately, you can not get access to the URL without supplying a special parameter to the API call.
For any dev looking to future proof their app, checkout gumroad.com. They have an API for license checking and it could be swapped in to your game/app should the need come.
