Yes, but Shield devices aren't predecessors or successors of one another like OUYA would be, using the latest chip to create another device they already have would kill the predecessor and give consumers headaches. From a gaming perspective, I mainly see a portable, a tablet, and a console to choose from, not just T4, K1, and X1. You have to wonder why they didn't just make all of them just one kind of device. It's because each chip fits the device they are in, and they are trying to quickly enter the gaming market with their own devices. And on top of all of this, Shield has been a brand to introduce new chips to the market, for now.
When we do see a successor to one of these devices, I bet it'll be a few years from now before that happens. But as of right now, its "yearly refreshments" are all different devices that all can stream PC games, but all also have different purposes because of what it is built as.
