It like 50% of the devs made their games OE ready and the others didn't, that falls on them not OUYA. They may have reasons though I'm not sure if those reasons make sense.
Let's not forget most OUYA games were made when OUYA Everywhere did not yet exist. The fact that someone made a game for OUYA does not mean it is a logical next step (or obligation) to also make that game available for OUYA Everywhere (or anything else OUYA may come up with in the future). I can't speak for others but my own reason is that I'm not interested at the moment, just like I'm not interested in Mojo, Gamestick, Playstation 4 etc.
