Because there's no use for the swap part if you don't run out of RAM, which the Ouya has much more than the necessary to run all of its apps, especially considering that all the apps in Discover are supposed to be optimized to run on a vanilla1 Ouya. It might be useful for some sideloaded games, but that's all.
