You're not getting it because you refuse to accept the OUYA for what it is which is the strongest Tegra Three device on the market, and it's nothing more than that. A device like the OUYA is much like your traditional mainstream video game console in the sense that it's not something you can improve on. Previous attempts by company manufacturers have spat out things like the SEGA CD & the Nintendo 64DD but do you see things like that being released to the public these days? No since they were commercial failures and it took the industry sizable amounts of financial loss to understand that once they release a video game console then they're stuck with that until they release something completely new. In short, there's no such thing as adding graphical effects to a video game console via some HDMI device nor any device for that matter.

Furthermore, if there was such an option then the third of this community that won't keep quiet about wanting an OUYA with stronger hardware would have jumped on that the millisecond it became available. Most of the people here bought the OUYA for what it stood for and not what it could do. If you want an XboxONE or PS4 then get either of those consoles because the OUYA is what it is. A console with a modest Tegra Three that doesn't try to be anything it isn't unlike what you're trying to do.

Finally some common sense.... nothing else to say.

An upscaler takes a low-resolution (small) picture and does its best to stretch it out for a higher resolution screen without looking stretched. Ouya already outputs a 1080p image if your TV supports it. Unless your TV is a 40k display, there's nothing for an upscaler to stretch. It would basically do nothing.
"But I don't want to go among mad people," Alice remarked.
"Oh, you can't help that," said the Cat: "We're all mad here. I'm mad. You're mad."
"How do you know I'm mad?" said Alice.
"You must be," said the Cat, "otherwise you wouldn't have come here."

I think he's looking for something that will turn a 2d game into a 3d game.
but i'm not sure because I don't think english is the OP's first language so something could be lost in translation.

Those don't really work too well either.
