In looking at the picture you posted, it definitely looks like you were downloading several apps at once. Please keep in mind that when doing so, the apps will need to install themselves as well and the system may not show much of the individual install processes. If you then shut down the console in the midst of that, you will likely end up with a fragmented install. In this case, it would likely help to go with one more factory reset and be careful to download only a few games at a time, so long as they are under 100MB - larger ones I would definitely do singularly. With batch downloads, I would definitely leave the console to do its magic for a while and come back to it as all of the games should not have any orange bars at the top once they are fully installed.
