Programs getting locked up

Negative. The games do not download. As you can see they are locked. They were already download. When they finished downloading they locked up, by themselfs. They have the option to be downloaded but nothing happens when i click that.

It happened twice to me. I know you already did a factory reset, this time try cleaning the cache this way:

The standard things to try on an Ouya is to clear the cache of the Ouya Launcher (Manage -> System -> Advanced -> Apps -> All -> scroll down to Ouya Launcher and then hit Clear Cache) and to turn it off, and back on again, via the top button (hold for a couple seconds then it will prompt you to turn it off).

It did not work. I cleared the Ouya Launcher and nothing happened.
