You're right, some countries just don't really use credit cards for historical and cultural reasons. This is the other reason OUYA want to get on-board with retailers (both online and physical), as people can buy pre-pay cards / gift-cards like you have for iTunes, with cash from a local shop, and enter the code on the back of them when they get home to get OUYA store credit.
Also, everyone in the UK has a credit card (in fact, probably too many, as we're rather good at getting into inescapable debt spirals with them). I personally use a debit card for everything, but it's same difference really.

BUT...it's obvious that you NEED a credit card.
So.... go, buy a prepaid card, charge it with 100 $ and you're OK for months.
OUYA will work only with Digital Delivery software, so it has not sense to buy an OUYA, if you can't (/ don't want to) buy digital delivery.
I'm curious to see how Ouya will fare about being only able to offer its services by means of credit/debit card or Paypal. For sure, most of the younger audience will never ever be able to buy games like that. Prepaid Gamecards might be a solution, they basically let you recharge your account by adding a digit code, but that's up to Ouya.
Another one could be via mobile phone credit.
