It really depends on the tv or computer monitor used. My POS small Norcent tv has about a 100ms delay, my big Toshiba tv has about 200ms delay without Game Mode turned on. Even after turning on Game Mode it has around 100ms delay, for the most part is okay but noticeable in precision gaming. But my Toshiba computer monitor has zero latency. I can play Super Mario World with precision on the monitor, but on the other two, I can feel and see the latency. This also goes for OUYA games as well as Android games. Soul Fjord on the two tvs, I have to press the button beforehand or else it'll just pass by or say I registered it too late.
Latency/lag/input delay, whatever it is called, can be caused by other various things such as interference, controller used, or the distance between the controller and the console. But I believe it is mainly the tv used. Turn on Game Mode in your tv settings to see if it eliminates this latency.
