But some popular music providers are. Google has one. Apple is supposedly working on one.
Magnatune (yes, less popular), who pioneered the move from music download store to music download subscription, and whose model is the closest to what this sounds like, thrives by serving a similar niche of indie artists and fans of niche genres and open formats and platforms. Given the similarities between Magnatune and OUYA, this model may be a good fit.
Or it could be a disaster. That's why they're testing it.
