Open and compatible aren't the same thing. If you'd like to write a compatible driver yourself and submit it to Google, you can. You can also build your own entire modified version of Android that includes the drivers, regardless whether Google accepts your submission. Devices don't work simply because not enough people have bothered to do that, not because the system is "closed".
