You need at least 600mb of free space to install anything on your internal HD, even a 1mb app will require this.
From the Advanced settings I can see that there are a bit more than 500MB of free space on the internal storage but when I try to install anything the pop-up window shows that I have 0.00B of free space and won't let me install on the internal storage.
I have USB memory attached and I can install the game there and later move it to my supposedly full internal memory.
Deleting games doesn't help.
I did a power cycle and tried removing the USB stick but it didn't help.
It's a stock OUYA firmware (Chupacabra)

I'm having the same issue. From the Advanced menu my OUYA reports that I have 3 GB available (which, my goal is to always keep 3GB open for installs) yet when I go to move a game, it's reporting that I have 2.1 GB open.
I noticed this the day the Chupacabra hotfix went live, but no one seemed to care so far.

The OS requires at least 600Mb for updates. Thats the reason for the need to keep that much free
Why do you think no one cares? What did Ouya say when you submitted a support ticket? If they ignored you give me your ticket number and I will contact them. Or if you didn't my suggestion would be to do so. https://support.ouya.tv/home
I don't think it's the same issue because I don't have that file in /cache (as far as I can tell).
I moved some games over to the USB memory and now it reports some free space, I guess the Sluup and mmartino are right.
OUYA should prevent users from moving things to the internal memory when there's less than 600MB available then.
