I also read your private message. You're right to say that it would be a huge stretch considering the circumstances that surround side-loading, but I get the odd impression that if enough developers complain then that huge stretch will become reality. All a developer has to say is something like:

"Hello OUYA Incorporate. I've been wanting to put my game on your platform for a while now. It's on Google Play right now and I noticed it's one of the top side-loaded games. I'm not getting any purchases and I certainly don't like the fact that what I consider to be a viable platform to put my content on is used as an easy means to get my content for free. I will choose to avoid supporting your console unless you remove side-loading.

Just an example and we never thought Free-To-Try would be removed so who is to say that this wouldn't be the future as well? Hell of a lot of work, but possible.
