That's the main thing that I hate about the OUYA, along with not providing custom wallpaper features or other basic things like a digital clock on the corner of the screen. There are DIY fixes to some of these things though, so it's no real biggie.
So let me get this straight. They want to put Ouya software on mobiles.
The way I see it, it's like YouTube being on almost every device out there. I assume it would be like an app or something, another marketplace alternative or *the* primary marketplace on a device. But, OUYA has a long way to go for it to be the primary 'option' or useful* alternative of anything. They shouldn't really be having these talks about OUYA 2 or bringing OUYA to other devices when their own first newborn console needs some tough love.
