It should self-regulate. Most developers aren't going to target the high end hardware, as it would restrict their sales on the Ouya and other Android devices. Not to mention, there are few games...

It is not Ouya hardware. If it was Ouya hardware there would be no need for a minimum spec. Not to mention, Ouya hardware is nothing more than a NVidia reference design in a cube.
