Does the "Upgrade" button show up in the shield and engine upgrade sections? Or does it say "Insufficient Funds"?
If the Upgrade button is there you should just need to move up to to highlight...
Everything starts at 100% in the shops and each upgrade increases by 10% up to a max of 200%. It will say "Maxed" instead of "Upgrade" or "Insufficient Funds" if you are fully upgraded.
