For whatever reason I had settings set to only download over WiFi when over 50mb. The store was not letting me choose the unlimited. I uninstalled and installed new store. I was able to set it to unlimited with the new interface.

Can anyboy point me in the direction of how to get the amazon store loaded without rooting?

It might be because I already have my card info on my Amazon account and it registered everything for me.
